See here, first, how the guilt of sin is removed from us: by the mercy and truth of God. His mercy is shown in making the promise, and his truth is shown in keeping it. In Jesus Christ the Mediator, mercy and truth meet together. They also shine brightly in the covenant of grace, where God saves sinners by promise and faithfulness.
This verse also shows how our own mercy and truth matter as the condition for pardon and a needed mark of a pardoned life. It is by these, and not by legal sacrifices, that God calls for a right response (Micah 6:7, Micah 6:8).
Second, it shows how the power of sin is broken in us. When mercy and truth rule in a person, corrupt desires are pushed out. Or, if we take the latter part of the verse, it is by the fear of the Lord, and the influence of that fear, that people turn away from evil. Those who keep a holy fear and reverence of God in their minds will not dare to sin against him.
