This explains the reason for the verse before it. The sacrifices of the wicked are hateful to God, not because they miss some small detail of ritual, but because their whole way of life is wicked. Their conduct is an offense to him, so their offerings are too. Sacrifices for sin were never accepted from people who planned to keep living in sin, and they were especially hateful when used to excuse sin or to gain permission to continue it.
For that reason, the prayer of the upright is his delight. God is a friend to such a person, and he loves the one who is still growing in righteousness, even if he has not yet reached it. He loves those who seek it, aim at it, and press on toward it, as Paul says in (Philippians 3:13).
