A sinful path is dangerous in more than one way. It does not only end in punishment, it also traps a person along the way. One sin often leads to another, and trouble can suddenly catch evil people in the middle of their wrongdoing. More than that, their very sin often becomes their pain. They are held by the ropes of their own evil acts (Proverbs 5:22).
A holy life is far better. The trap hidden in the wrongdoing of evil people ruins their joy, but righteous people are kept from those traps, or rescued from them. They walk freely, walk safely, and so they can sing and rejoice. Those who make God their chief delight have Him as their greatest joy, and if they do not rejoice all the time, it is their own fault. If there is real joy in this life, surely it belongs to those whose life is set on heaven.
