This points to two things. First, it shows what human justice should do: wicked people who bring trouble on a land ought to be punished. That can help stop national judgments and turn them away, judgments that might otherwise fall on everyone, including the innocent. In that sense, when Achan was stoned, he became a kind of ransom for the camp of righteous Israel. The seven sons of Saul, when they were hanged, were also a ransom for the kingdom of righteous David.
Second, it shows what God often does in his providence, that is, in his wise rule over events. The righteous are delivered from trouble, and the wicked take their place, so it can seem as though the wicked are a ransom for the righteous (Proverbs 11:8). God will often allow many wicked people to be cut off rather than let his own people be destroyed. He says, “I will give people in exchange for you” (Isaiah 43:3, Isaiah 43:4).
