This shows that in a well-ordered court and government, favor is given to those who hold public office according to their worth. Solomon is saying that he will follow that rule. First, those who act wisely will be respected and advanced, even if they have enemies who try to bring them down. No one’s good service will be ignored just to please a party or a favorite.
Second, those who are selfish and dishonest, who betray their country, oppress the poor, and stir up division, and so bring shame, will be removed and kept out of court, no matter how many friends speak up for them.
