See here the misery of a people that lack a steady ministry. Where there is no vision, no prophet to explain the law, no priest or Levite to teach the true knowledge of the Lord, and no means of grace, the word of the Lord is scarce. In such a place there is no open vision (1 Samuel 3:1), and the people perish. The word can mean several things here, and each fits.
First, the people are left exposed. They are stripped of their honor, so they face shame, and stripped of their protection, so they face danger. A place without Bibles and ministers looks bare, and it is easy prey for the enemy of souls.
Second, the people grow rebellious, not only against God but also against their ruler. Sound preaching would make people better subjects, but without it they become restless and divided. They despise authority because they know no better.
Third, the people become idle. They act like schoolchildren when the teacher is away. They do nothing useful, but stand around all day and waste their time, because no one has taught them what to do or how to do it.
Fourth, they are scattered like sheep without a shepherd, because they lack the leaders who should gather them and keep them together (Mark 6:34). They are scattered from God and from their duty through rebellion, and from one another through division. God also scatters them in judgment (2 Chronicles 15:3, 2 Chronicles 15:5).
Fifth, they perish. They are destroyed for lack of knowledge (Hosea 4:6). This should make us thankful to God for the rich supply of open vision that we enjoy.
The happiness of a people comes not only from having a settled ministry, but from having a ministry that bears fruit among them. Happy are the people who hear the law and keep it, where religion is given first place. It is not just hearing the law, but obeying it and living by it, that leads to blessedness.
