This repeats what was said earlier about lying and false witness, because we need to be warned again and again about this sin. Nothing leads to worse trouble. The warning in Proverbs 19:5 said that the one who speaks lies will not escape, which means he will be punished.
Here the point is even stronger: his punishment will bring him to ruin. He will perish. The lies he made up against others will become his own destruction. It is a sin that destroys and brings condemnation.
