Here is a picture of the worst kind of sinner, whose heart is fully set on doing evil.
First, such people push aside whatever should keep them from sin. An ungodly witness is one who gives false testimony against a neighbor and will even swear falsely to harm another person. That is not only deep injustice, but also serious irreverence toward God. Such a person is one of the worst kinds of people.
Or an ungodly witness may be someone who openly speaks against religion and godliness. This person helps lead others away from the words of knowledge (Pro 19:27). He despises judgment and laughs at the fear of the Lord, as Job 15:26 says. Tell him about law and fairness, or that Scripture and an oath are holy things, not things to mock, or that a day of reckoning is coming, and he scoffs at all of it.
Second, such people are eager for anything that gives them a chance to sin. The mouth of the wicked eagerly swallows iniquity, as if he were drinking it like water (Job 15:16).
