David here says how deeply he loves God’s word. He has longed for God’s precepts, meaning God’s commands and teachings. He does not mean only that he has loved them and enjoyed what he already knew. He also means that he wants to know them more fully and obey them better, always moving toward greater maturity.
When a person has tasted the sweetness of God’s commands, that taste only creates a greater hunger for them. David brings this desire before God himself. In effect, he says, “Look, I have loved this way and longed for it. You know all things, so you know the truth of my heart.”
He then asks God to give him the grace to live out what he has said. God has already stirred up this deep desire, so David asks him to give it life and strength. “Quicken me in your righteousness” means, “Make me alive and active in your right ways, according to your righteous promise.” Where God gives both the will and the desire to obey, he will also give help to do it, and he will satisfy the longing he has awakened.
