Here we are taught the value of a holy caution. It may sound strange, but it is true: happy is the person who always fears. Most people think the happy person is the one who never fears at all. But there is a fear that brings no torment, only deep peace and safety.
This is the person who keeps a holy awe and reverence for God in mind at all times, for his glory, goodness, and rule. He is always careful not to offend God or bring down his displeasure. He keeps his conscience tender, and he shrinks from even the appearance of evil. He watches himself closely, does not trust his own strength, and expects trouble and change to come. So when those troubles do come, they do not surprise him. The person who lives this way lives by faith and watchfulness, and so he is happy, blessed, and holy.
There is also a warning about sinful self-confidence. The person who hardens his heart, mocks at fear, and defies God and his judgments will fall into trouble. He does not let God’s word or discipline make any impression on him. In the end, his pride will ruin him, and any sin he falls into, which is itself the greatest trouble, comes from the hardness of his heart.
