Here we see the character of a very wicked person. First, he has a deep desire to do harm. His very soul wants evil. He longs for wrong to be done, and he wants the pleasure of seeing it and helping cause it. The root of wickedness lies in the heart. That desire to do evil is the lust that gives birth to sin.
Second, he has a strong unwillingness to do good. His neighbor, his friend, or even his closest relative finds no kindness from him. He gives no help, even when they are in great need. And when he is chasing the evil his heart is fixed on, he will not spare anyone who gets in his way. He treats his nearest neighbor no better than a stranger or an enemy.
