The hearts of people are not only seen by God, they are judged by him too. Just as a fining pot tests silver and also helps purify it, so the Lord tests hearts. He checks whether they are true and right, and when they are, he makes them cleaner and better (Jeremiah 17:10).
God often tests the heart through affliction, that is, through trouble and suffering (Psalm 66:10, Psalm 66:11). He even chooses his people in that furnace and makes them more precious through it (Isaiah 48:10). So hardship is often one of the ways God refines his people.
It is God alone who truly tests hearts. People can test silver and gold with heat and the fining pot, but they cannot really test another person’s heart. Only God can do that, because he alone fully knows the heart and rules over it.
