Revelation 15:1 - Meaning and Application

Here we see the preparation for pouring out the seven bowls, which were given to seven angels. Notice how the apostle saw these angels in heaven, and how remarkable their appearance was. This was fitting because of the work they were about to do, which was to complete the destruction of antichrist. God was ready to pour out his seven last plagues on that power, and as Babylon’s sins had reached their full measure, it was now time for the full measure of his angry judgment.

We also see the witnesses of this commission, all who had won the victory over the beast. They stood on a sea of glass, which some take to mean this world, a fragile thing that will one day break apart. Others think it means the gospel covenant, with an allusion to the bronze sea in the temple, where the priests washed. In that view, God’s faithful servants stand on the firm ground of Christ’s righteousness. Others think it points to the Red Sea, which seemed frozen in place while Israel passed through, with the pillar of fire shining on the waters so that fire seemed mixed with them. That image would then show how God’s wrath against Pharaoh and his horses broke apart the frozen waters and destroyed them.

This may also explain why they sang the song of Moses. In that song, they praised the greatness of God’s works and the justice and truth of his ways, both in saving his people and in destroying their enemies. They rejoiced in hope and in the close prospect of this victory, even before it was fully carried out. They also called on all nations to give God the fear, glory, and worship due to such a clear display of his truth and justice: "Who will not fear you?" (Revelation 15:4).
