Here we see, first, the character of wicked people, meaning those who are openly and seriously sinful: they abandon God’s law. Every sin breaks the law, but a settled, deliberate pattern of sin is more than that. It is a clear turning away from the law, as if a person has cast it aside.
We also see how the wickedness of the wicked affected David. It filled him with dread and amazement. He trembled when he thought about the dishonor done to God, the pleasure given to Satan, and the harm done to human souls. He feared what this would mean for the sinners themselves, and he cried, “Do not gather my soul with sinners,” meaning he did not want his end to be like theirs.
David also feared for God’s kingdom among people. He worried that such sin would weaken and ruin it. He does not say, “I am horrified because they are making cruel plans against me,” but because they despise God and his law. Sin is a terrible and ugly thing to everyone who has been made holy by God (Jer 5:30; Jer 23:14; Hos 6:10; Jer 2:12).
