This confirms what he said at the end of the previous verses: “All your commandments are truth.” He means the covenant, the word God has given to a thousand generations. It is firm, as true as truth itself.
Why is it so sure? First, God himself has made it that way. He has shaped it to last forever. Its design is so steady and well ordered that it cannot fail. The promises are fixed forever, so that when heaven and earth pass away, every part of the promise will still stand firm (2 Corinthians 1:20).
Second, David had found this to be true for himself. God had worked in his heart, giving him a deep trust in God’s word and helping him rest on it with full confidence. He had also seen God’s providence, his careful rule over events, fulfill the promise beyond what he had expected. So David knew from early life, ever since he began to turn toward God, that God’s word is safe to stake everything on.
This assurance had been strengthened over time by David’s own experience and by the lives of others who had gone before him in God’s ways. Everyone who has dealt with God and trusted him can say the same, that they have found him faithful.
