This passage gives an account of how David organized the kingdom’s militia. David had been a man of war and had won great victories by the sword, leading large armies into battle. Now, when God had given him rest from all his enemies, he arranged the army with care. He did not keep all the men together all the time, because that would have been hard on them and on the land. But he also did not send them all away, because that would have left the kingdom unprotected and the people untrained in war.

His plan was wise. He kept 24,000 men under arms at all times, most likely in an organized body and trained in one part of the kingdom or another. These men, who were freeholders, carried their own weapons and paid their own costs while they served. That was enough strength to guard the public peace and safety. Those who are true Israelites must also learn war in a spiritual sense, because we have enemies to face and must stay alert against them.

He rotated the men every month, so the whole militia numbered 288,000, perhaps about one-fifth of the able-bodied men in the kingdom. By dividing them into twelve groups, all of them were trained and kept used to military service. Yet none had to serve and spend money for more than one month each year, except in special emergencies. Then they could all be gathered quickly. It is wise and praiseworthy for rulers to protect public safety in a way that is effective, but also easy on the people.

Each group had its own chief commander. Along with the officers over thousands, hundreds, and fifties, each division had one general officer. These twelve commanders were among David’s mighty men, the warriors listed in (2 Samuel 23) and (1 Chronicles 11). They had first proved themselves by brave deeds, and then they were raised to these high positions. A kingdom is well ordered when honor follows proven merit.

Benaiah is called a chief priest here, but the word can also mean a chief ruler or principal officer. The Hebrew term can mean both priest and prince. Dodai had Mikloth, either as a deputy when he was absent or too weak to serve, or as his successor after his death. Benaiah also had his son under him, and Asahel had his son after him. This shows that this militia arrangement began early in David’s reign, since Asahel was killed by Abner while David was still reigning in Hebron.

When David’s wars were over, he restored this system and left the military affairs in this condition for the peaceful reign of his son Solomon. Even when we think we are safest, while we are still in the body, we must stay ready for spiritual conflict. Let no one who is putting on armor boast as if he were taking it off.
